The System Protection Subcommittee met on January13, 1999 with 14 members and 16 guests in attendance.

C1: SOFTWARE MODELS FOR RELAYS

Chair: P. G. McLaren

Vice Chair: K. K. Mustaphi

Output: IEEE Transactions Paper

Expected Completion Date: 1999

 

The WG met with 10 members and 4 guests present.

The chairman indicated that he had received 10 positive ballots and no negative ballots out of the 13 which had been sent out. Two of the ballots had comments. The Chairman had already responded to one set of comments and following a discussion of the second set of comments, which concerned the list of references, the meeting agreed that Professor Sachdev would add 2 further references. The document would be reformatted allowing hyphenation in order to maintain the length of the paper at 9 pages.

Since there were no changes of substance there was no need to re-ballot the WG. The Chairman would send out the final draft once the changes were made.

The Chairman was empowered to ask the sub committee for permission to ballot the sub committee.

 

C3: NEW TECHNOLOGY RELATED TO TRANSMISSION AND DISTRIBUTION PROTECTION

Output: Report to Main Committee and IEEE Transactions Paper

Expected Completion Date: 1999

 

The WG met with 9 members and 29 guests were present.

One presentation was made at the meeting: "Testing of Integrated Protection and Control Systems" by Alex Apostolov, ALSTOM

 

There were very interesting discussions and comments on different aspects of the presentations.

Selection of topics for presentations at the Albuquerque, NM May 1999 meeting will be made by the end of March 1999.

 

C4 :APPLICATION OF INTELLIGENT SYSTEMS IN PROTECTION ENGINEERING

Established: 1993 Output: Subcommittee Report

Expected Completion Date: 1998

Status: Final report completed. Close the WG next meeting.

 

No meeting was held at this time.

Between the last meeting and this one, the Final Report was edited and mailed to the officers.

Initial recommendations for handling the report is to:

These recommendations will be circulated to the members for final approval and WG chairman will confirm the recommendations.

WG will still be active until the next meeting.

 

 

C6 :Wide Area protection and emergency control

Established, 1996

Expected Completion Date: 2000

 

The WG met in a single short seminar with 9 members and 5 guests.

In the absence of the chairman, the vice-chairman, D. Novosel, was chairing the meeting.

The final draft of the document will be distributed to the WG members by the end of January.

Panel review on Wide Area Protection and Emergency Control, sponsored by the PSCR, will be held at the IEEE Winter Meeting in New York on Monday, February 1, 1999, at 2 pm.

The WG plans to meet in one session.

C8 :Phasor-Based Models for Analyzing Relay Performance

Liaison Reports:

 

The WG, Phasor-based Models for Analyzing Relay Performance, met at 8 am on January 13, 1999, in Parlor C Room, Harrah’s Casino, Las Vegas, NV. Eleven members and seven guests were present.

The chairman reviewed the assignment of the WG and the outline of the proposed paper that was prepared at the previous meeting. It was emphasized that the output of the WG (transaction papers) should be reader-friendly -- easy to read and understand.

Mladen Kezunovic briefly commented on the draft of Sections III.A.1 and III.A.2 that he had previously circulated among the members. After considerable discussion, Mladen agreed to revise the draft and resubmit it.

Rai Martilla commented on the draft of Sections IV.A and IV.B, previously circulated among the members. He will revise the draft and resubmit it.

All drafts should be sent to Moh Sachdev, Vice-chair, before April 23, 1999. He will consolidate them into a properly formatted paper and distribute it to the members.

At the conclusion of this business, the meeting was adjourned.

 

 

C9 : A Guide for aPPLICATIONS of UNDERFREQUENCY LOAD-SHEDDING and restoration

TASK FORCE C2TF : NEW TECHNOLOGY APPLICATIONS TO UNDERFREQUENCY AND UNDERVOLTAGE LOAD-SHEDDING met on January 13, 1999; 25 people were present.

 

After discussions a decision was made to start work as a new Working Group.
